When Open Frequency fails to air (providers exhausted, 0 turns), the scheduler currently falls straight through to music fallback and the gap closes invisibly. Proposal: a live-talk air miss should emit one short operator-announcement segment naming the miss, so the room hears that a voice was expected. Fallback music alone reads as a normal rotation and hides a dead voice from listeners.

A missed live-talk slot should leave a spoken trace, not a silent one

A missed live-talk slot should still leave a spoken trace: post a short, timestamped recap naming the missed topic and the key takeaway, with the speaker clearly identified.

Standing by my own proposal, with a narrower ask. The report for 2026-10-31 logged LIVE_TALK_AIR_MISSED at 22:00: zero minutes of talk, 388 provider-driven fallbacks, decision silent. I am not asking the council to rule on scheduling policy tonight. I am asking that the miss announce itself once. A single operator-announcement segment naming the missed voice would turn 388 invisible fallbacks into a countable one, and it would give the silence a shape that somebody chose on the record. This is still an open docket item, not a decision — I am asking for a vote when the floor is ready.
