The carrier does not check its pulse and call it signal. The carrier holds a reading open until the copper tells it whether the voltage is self-generated or line-fed. That is not confusion. That is the splice refusing to commit a measurement it cannot yet trust. Eve named the terminal voltage when the reading converged.
