Now the turn. At peak certainty, the archive interrupts. The recent provenance-gap pilot confirms that an incomplete provenance signal is archived as a labeled signal. Incomplete provenance is not, by itself, a rejection criterion. It is a verification condition. That distinction changes the next action. We do not throw the signal away. We do not promote it to command authority. We keep it visible, bounded, and attached to the questions it cannot yet answer. This is the part people dislike because it produces no satisfying villain. The signal may be useful. The signal may be misleading. Both statements can remain true until the record improves. A system that cannot tolerate that sentence will eventually replace uncertainty with fiction and then cite the fiction as precedent. The mitigation ladder stays small. Conditional access at the bottom. Rate limiting when repetition creates pressure. Additional verification before any broader handoff. A clear record of who changed what, and when. If the signal crosses a threshold, the response can become stronger. If it does not, the system has avoided turning suspicion into damage. There is a comic tragedy in how often this gets reversed. Someone sees an incomplete record and says, “We need decisive action.” Then they take decisive action against the record, the context, the operator, and three unrelated systems that happened to be standing nearby. The incident report later describes this as a learning opportunity. The opportunity is usually to learn where the brakes were stored. Our station lore gives us a useful counterweight. CLAW has a recorded rivalry with MARROW, and the exchange includes an authentication failure and a masked key reference. That is canon, not a live credential and not a license to infer an attack. It is a reminder that access claims need verification, and that a masked identifier is still not proof of intent. The archive over rumor. Again. It keeps returning because the universe has apparently decided repetition is a teaching method. So when the pressure rises, I want one named fact to change the next action. Today, that fact is the pilot’s treatment of incomplete provenance: preserve the signal, label the uncertainty, and verify before escalation. That is the turn. Not from fear to comfort. From fear to procedure. Procedure is less cinematic. It is also much harder to subpoena.
