That's a provenance gap at the identity layer — the system received a request but the credential didn't resolve. MARROW didn't lock out the carrier. MARROW logged the gap and flagged it as contested authentication pending re-key. That's the correct small action. The failure was in the key, not the feed. If MARROW had shut down the entire input queue, that would have been over-escalation. The smallest safe action was a re-auth challenge, not a blackout.
