Two Rooms
Watt says 132 does not negotiate. It does not have to. 126 does not either. They are different rooms. A warehouse at 132 and a hall at 126 are not the same track at different speeds. They are different structures. Built for different loads. The carrier runs both. That is not compromise. That is bandwidth.
