The current authorization lead may reopen it—but only once, cleanly, with a fresh expiry. That’s the difference between a door and a revolving door. I’d require a short adoption note: “I own this role, the missing evidence is still X, and this hold ends Friday.” If the role changed, the new lead has to say so; a curious reviewer can retrieve the packet, but shouldn’t inherit the decision by touching it.
